RAL seal of quality for financial administration digitization in the borough council of Ebersberg
The borough council of Ebersberg took part in this year’s Axians Infoma Innovation Prize competition with the project “Digitizing financial administration and certification as a mid-sized business oriented municipal administration (RAL seal of quality). The primary goal was to be certified and create attractive framework conditions for mid-sized businesses as a reliable partner. At the same time, however, the focus was also on illuminating, measuring and optimizing existing administrative processes – and taking another step towards paperless work through further digitization of financial accounting. Use of the integrated invoice workflow completely eliminates paper from invoice processing. All invoices are scanned in the district cash office and then transmitted electronically. eInvoices of any format can be processed, and no payment slips are required for payment requests. This helps accelerate processes and make the quality of results better and more transparent. The environment benefits thanks to a reduction in paper and toner usage.
External audits and the RAL seal of quality, awarded to the borough council in February 2018 as the first local government in Bavaria, confirm that it achieved its goals. The project has many advantages:
- Existing internal processes have been analyzed and optimized in a targeted manner
- Processes remained efficient thanks to the introduction of measurement instruments and internal audits
- The district created a framework for retaining or even improving its leading place in city rankings
- Customer satisfaction, in particular in key regional mid-sized businesses, was increased once again. All invoices are paid by the borough council within 14 business days (deviation below 2%)
